When creating a lap on a line there needs to be 3 options 'left / center / right' of the line with an offset amount. this needs to be independent for each line lap location. Also, an option for stagger for 2, 3, 4... bar stagger groups with a stagger amount for each group. The laps need to be associated to the line so if it moves the laps for all the bars will update.

I am not clear on what the Left/Center/Right lap option is for or where it would apply, is it mainly a visual, bar splices in the field could move around generally? The stagger Rebar splice is an actual a code requirement for longer bridge deck reinforcing. It does take a significant amount of time to design longitudinal deck rebar staggered splices. If staggered splices are needed multiple mats of bars are modeled so if they require spacing is 6" and you need offset staggered splices I would typically design two mats at 12" spacing the start one mat 6" from the first mat creating a 6"o/c effect with two mats a 12" then construct set splices on one of the 12"o/c mat and construct another set of splices 6FT +/- offset from the first set of spices.
